This firm has given loans to almost 6000 cooperative society builders by a false representation as Cooperative loan ( Against security of share capital and liquis assets of society) in reality this organisation has fraudlently mortgaed all cooperative housing socities without consent or power of attorneys. This the biggest fraud by Government of Gujarat. Recently BJP government has registered encrumbrances on property cards of the Cooperative Housing Societies. Please spread the word to general public, that not to give any money for property registration , mortgage release, or anything to this organisation. Congress has done fraud, BJP does Forgery. That’s what our politicle parties are up to (Criminals.

    I, Dr. A.B. Bhalerao, Retired Principal of Government Colleges of Madhya Pradesh and a senior citizen of India, congratulate you and your team for your great work to improve the quality of election process.
    Indian public, in general, appreciated the efforts made by election commission to improve the election process by which capable and dynamic members of political parties can be elected to carry on the rapid progress of India to match with the developed world.
    The government, after election is the fruit of election process and voters are the harvesters of this fruit. So the fruit will be best when the harvesters (voters) have the best knowledge about the candidate and party to whom they are going to elect for the next five years to come.
    I have seen a number of elections after independence and have observed the way the political parties campaign during elections. Therefore, I would like to give some suggestions for further improvement in the election process, which are as follows:-
    (1) The election campaigns that I observed so far are nothing but unnecessary defaming and throwing mud on each other. This is not at all constructive and will not take India to become a developed country. This type of campaign may be allowed to be carried out only up to three weeks before the date of election.
    (2) The voters have right to know the nation building and development plans of different political parties on the basis of which voters can use their valuable votes. So from three weeks before the elections till the date on which campaigning ceases before the election date, all political parties should put before the voters, their year wise nation building and development plans for the next five years. Along with these plans the political parties should submit the budget allocation made for each of their plans. The year wise development plans should be submitted to the election commission three weeks before the date of election.
    (3) Those who were in power during the last tenure should tell public the promises they had made about their plans and which plans they have successfully implemented and to what extent they have succeeded. They should also mention those constructive nation building plans which they could not implement completely and the reasons for their failure, so that public can know their efficiency and sincerity and can vote accordingly.
    The election commission should publish the plans of all political parties including those who were not in power, in the national newspapers.
    A voter has right to information by the constitution of India to know about the plans of different political parties and their capacity to work. Therefore it is the duty of the government and election commission to publish the above said information of all political parties in the national newspapers and allow the parties to broadcast them on radio and telecast on the television.
    The voter has only one chance in 5 years to elect the government by using his vote. So this information will help him to elect the proper government and to contribute to the development of the country.
    (4)Voting should be made compulsory for all citizens.
    (5) The parties spend their own funds for campaigning and hence when they are elected they see their position as an opportunity to make money by corruption. It is like marketing a product or service and one has to market to a greater extent to make his name and gain popularity and this becomes a business for him.
    Instead the means should be fixed for campaigning, addressing the public, disclosing agendas through government owned media sources like newspapers, journals, news channels, websites, announcements etc. The number of banners, posters, pamphlets should be fixed and the contracts should be given to government owned agencies and no private business should be entertained.
    A candidate should not win the election by increasing the means. Instead fixed means should be given to all parties and within that they should convey their message. This should be the test for best candidate as, after winning the election he has to serve the state through fixed means and hence its best utilization can be done by the best deserving candidate.
    After winning the election the representative will never pump his private money in running the state affairs. So, why he should be allowed to use his private power for campaigning?
    (6) Last but not the least, provision should be made so that voters should be able to vote for their candidate directly just like the democracy of USA.
    The mechanism for the implementation of these suggestions for electoral reform could be established for the constructive politics in this country.
    I hope that my suggestions will be taken into consideration. It will be kind of you, if you intimate me accordingly.

    kejriwalji multinational companies earning cored rupees from farmer by selling variety which is multiplied(produce farmer only grading and packing doing by companies)and farmer product purchase less than minimum price by savrar(trader).There is need to your support.

    I am dharmendra and i want to say something to the people of gujarat and people of india against “FIX PAY RULE FOR 5 YEARS & CONTRACTUAL JOB OF 11 MONTHS”.

    In gujarat, state government recruit youths with a fix pay of 5 years & contractual job for 11 months. salary is very low for these job. when a NGO file PLI against the policy of state government, the state government says that they don’t have enough fund/money for full salary given to youth of gujarat and it will burden for state treasury while in other side, state government announce crores and crores of ruppees packages for different automobiles companies.

    CRORES RUPPEES OF PACKAGES FOR BIG AUTOMOBILE COMPANIES ARE NOT BURDEN FOR STATE TREASURY AND SALARY IS A BURDEN FOR STATE GOVERNMENT ?????????????????????????????????????????????????????????????????

    Pleas organize some events and publicity of this matter in gujarat and in india and please convey my message to our honourable leader ANNA HAZARE.

    I am totally in support of this “Andolan Against Bhrashtachar”. If we all want a corruption free India then we all have to support this andolan and also should have faith in this campaign,not only in Anna Hazare but in this cause. I also liked the thought “Main Anna Hoon” because we are not blindly following “Anna” but we are himself “Anna” cause we believe in corruption free India.

    Former Justice BJ Sethna, who had resigned from high court following false allegations against him few years ago, has not only questioned the process leading to the controversial appointment but also hinted that Mehta is not as much a man of ‘integrity’ as he is touted to be by the State Congress leaders.
    Sethna on Saturday said under provisions of the Gujarat Lokayukta Act, it is the State Government which has to begin the process of naming the incumbent for the post.
    Addressing a seminar on judicial accountability organized by the Gujarat chapter of the Indian Association of Lawyers (IAL), Sethna agreed that the Governor should appoint the Lokayukta in consultation with the Chief Justice and the Leader of Opposition but said the process of recommendation of the names must begin from the Council of Ministers led by the Chief Minister.
    Sethna questioned why the Opposition and the Chief Justice should insist only on one name and ignore other names short listed by the Council of Ministers.
    The Chief Minister had sent a list of four names for consideration to the Chief Justice, said Sethna and asked why only one name was recommended to the Governor for appointment as the Lokayukta. “And why should the Opposition leader too insist on only one name?” asked Sethna.
    He hinted that the Opposition is insisting on Mehta’s name because of his old Congress connections.
    Sethna said Mehta, before being elevated as a judge in 1983, was a junior to veteran lawyer KK Vekhariya who is now the chief of the Congress legal cell in Gujarat.
    Revealing the ‘other side’of the Lokayukta designate, Justice Sethna questioned Mehta’s moral authority to hold the position merely because anti-corruption crusader Anna Hazare had stayed with him during his visit here in May this year, a point projected by the state Congress as one of his ‘qualification’ for the high post.
    Drawing parallel from Ramayana, Sethna said Mehta had done to his lawyer friend what Ravana had done to Ram. Mehta had an extra-marital affair for years with the wife of his lawyer friend and the duo finally got married only few years back, according to Sethna.
    “How can a person of such ‘moral attitude’ be appointed to a high post like Lokayukta. He may not be corrupt for money, but what about moral behaviour?” asked Sethna.
    There is something fishy about naming Justice Mehta for the post, he said and asked why only his name was recommended while there as many as 40 retired honourable High Court judges are available in Gujarat.
    Sethna said that the Congress had rejected the name of former Justice KR Vyas as the Lokayukta between 2006 and 2009, but the same person was chosen as the Lokayukta in neighbouring Maharashtra.
    “How can the retired judge unfit to be Lokayukta in Gujarat be fit enough for the same post in Congress-NCP ruled Maharashtra?” asked Sethna hinting that political mud slinging is dividing the legal fraternity.
    He also pointed out that the Congress has found fault with the appointment of retired Supreme Court Justice MB Shah too to look into the 17 charges against the Gujarat Government under Chief Minister Narendra Modi. “The Congress leaders have forgotten that Justice Shah has an impeccable track record and has been chosen by the Supreme Court for the panel to track black money”, Justice Sethna said adding that it was wrong to call him a ‘puppet’of the Gujarat Government.
    Recounting the hue and cry over his judgement upholding the acquittal of the 21 accused in the infamous Best Bakery case of Vadodara, Sethna said he was finally proved correct when the prime witness turned hostile and went back on her words several times.
    All of Gujarat’s judiciary was criticised, he lamented and said that finally all realised that Zahira cannot be relied upon as witness and she was punished. Sethna said the judiciary reserves its ruling on many vital matters for long but speedily entertains any NGO filing petitions against Gujarat.

    Following is the state information department release on facts related to the entire Lokayukta controversy in the state. While it is fact that Gujarat had no Lokayukta for last 7.5 years, the details given below throw light on who was responsible for that – then Governor and the leader of opposition can not escape from being responsible for the delay.
    Unconstitutional appointment of Lokayukta in Gujarat
    Chronology of dates and events

    7.8.2006 Hon’ble Chief Minister held a meeting with the Leader of Opposition in the Gujarat Legislative Assembly, to consult him on the subject of appointment of a suitable person as Lokayukta, Gujarat State.
    Hon’ble Chief Minister had suggested the name of Justice (Retired) Shri Kshitij R. Vyas and the Leader of Opposition suggested some other names. At the end of discussions, Hon’ble Chief Minister asked whether the Leader of Opposition had any specific objection against the name suggested by him. The Leader of Opposition specifically mentioned that he had no objection to the name suggested by the Hon’ble Chief Minister but he wanted that the names suggested by him should also be taken into consideration.
    7.8.2006 A letter was sent to Chief Justice of the Gujarat High Court as a part of consultation process to know his views on the name suggested by the Hon’ble Chief Minister for appointment as Lokayukta, Gujarat State.
    8.8.2006 Chief Justice, Gujarat High Court conveyed his consent to the name suggested by the Hon’ble Chief Minister for appointment as Lokayukta, Gujarat State.
    10.8.2006 The file was sent to H.E. the Governor for appointment of Justice (Retired) Shri Kshitij R. Vyas as Lokayukta, Gujarat State.
    25.8.2006 H.E. the Governor desired that a copy of the minutes/ record of proceedings of the meeting held with the Leader of Opposition by the Hon’ble Chief Minister on 7.8.2006 may be furnished.
    13.9.2006 A letter was received from the Raj Bhavan wherein, it was mentioned that H.E. the Governor desired to know the procedure adopted to fulfill the requirement of consultation with the Leader of Opposition and Hon’ble Chief Justice, etc. in the different States like Maharashtra, West Bengal, Kerala, Madhya Pradesh, Uttar Pradesh, Orissa and Tamil Nadu.
    27.2.2007 The information as called for by H.E. the Governor vide his letter dated 13.9.2006 was sent. Such information was to be obtained from different States and hence it took some time in gathering the information.
    6.2.2009 H.E. the Governor returned the file with some observations.
    2.7.2009 The file was resubmitted to H.E. the Governor explaining as to how the provisions of section 24(3) of the Protection of Human Rights Act, 1993 do not come in the way of appointment of the person suggested by the Government for appointment as Lokayukta, Gujarat State.
    10. 10.9.2009 H.E. the Governor returned the file with the following observation:
    “In view of sub-section (3) of section 6 of the Protection of Human Rights Act, 1993, since the person recommended by the Government has held the office of the Chairman of the Human Rights Commission of Maharashtra, the Government’s proposal for his appointment as Lokayukta, Gujarat State cannot be agreed to.”
    11. 10.9.2009 The then H.E. the Governor sent a letter to Hon’ble Chief Minister mentioning that it was not possible to appoint Shri Kshitij R. Vyas as Lokayukta, Gujarat State in view of the clear provisions of the Protection of Human Rights Act, 1993.
    He also requested the Chief Minister to send a fresh proposal for appointment of Lokayukta after due consultation with the Chief Justice of the Gujarat high Court and the Leader of Opposition in the State Assembly as per the provisions of section 3(1) of the Gujarat Lokayukta Act, 1986.
    12. 8.2.2010 A confidential letter was sent by Hon’ble Chief Minister to the Chief Justice of the Gujarat High Court requesting him to suggest a panel of three Retired Judges of the High Court of Gujarat as Lokayukta, Gujarat State.
    13. 24.2.2010 Chief Justice of the Gujarat High Court sent the panel of four Retired Judges of High Court of Gujarat for consideration for appointment of Lokayukta, Gujarat State.
    14. 2.3.2010 A letter was sent by Hon’ble Chief Minister to the Leader of Opposition in the State Assembly to participate in the meeting at 11 am on 4.3.2010 as a part of consultation process for appointment of Lokayukta, Gujarat State.
    15. 3.3.2010 The Leader of Opposition objected to such process of consultation being initiated by the Hon’ble Chief Minister. He also refused to join the consultation process with Hon’ble Chief Minister.
    16. 3.3.2010 Hon’ble Chief Minister sent a letter to the Leader of Opposition explaining the legal and Constitutional position obtaining in the matter and once again requested to remain present in the meeting of 4.3.2010.
    17. 3.3.2010 A confidential letter dated 3.3.2010 was received from H.E. the Governor, wherein she inter alia mentioned that she had deemed it appropriate to initiate the matter of appointment of Lokayukta and had decided to hold consultation with the Leader of Opposition on 4.3.2010 at 10.30 a.m. in her office in Raj Bhavan, Gandhinagar.
    18. 4.3.2010 The Leader of Opposition sent a letter saying that in the matter of appointment of a Lokayukta, the Chief Minister and the Council of Ministers should not have any say. He also requested the Hon’ble Chief Minister to forthwith terminate the process of consultation initiated by him in the matter.
    The Leader of Opposition also informed that H.E. the Governor had already initiated the process of consultation with the Leader of Opposition and a meeting for the purpose was to take place at 10.30 a.m. on 4.3.2010.
    19. 4.3.2010 Hon’ble Chief Minister sent a letter to the Leader of Opposition once again requesting him to participate in the consultation process and to remain present in the meeting at 1 pm on 5.3.2010.
    20. 4.3.2010 Hon’ble Chief Minister sent a letter to H.E. the Governor wherein, he mentioned that since certain legal and Constitutional issues have been raised in her letter dated 3.3.2010, he considers it necessary to have a discussion on the subject with her. Hon’ble Chief Minister sought suitable date and time for such discussion/ meeting with H.E. the Governor.
    21. 4.3.2010 Hon’ble Chief Minister held a meeting as per the schedule at 11 am on 4.3.2010 as a part of consultation process. However, the Leader of Opposition did not remain present in the meeting.
    22. 5.3.2010 A letter dated 4.3.2010 was received from the Leader of Opposition intimating that he had already participated in the consultation process at 10.30 am on 4.3.2010 with H.E. the Governor of Gujarat and in view of the consultation already held by H.E. the Governor of Gujarat, he regretted his inability and unwillingness to be present in the meeting to be held by Hon’ble Chief Minister at 1 pm on 5.3.2010.
    23. 5.3.2010 Hon’ble Chief Minister held a meeting as per the schedule at 1 pm on 5.3.2010. However, the Leader of Opposition did not remain present.
    24. 5.3.2010 A letter was received from the Principal Secretary to H.E. the Governor conveying that H.E. the Governor had given the time for the meeting with Hon’ble Chief Minister at 16.00 hrs. on 8.3.2010.
    25. 8.3.2010 Hon’ble Chief Minister along with the Hon’ble MoS (Law) called on H.E. the Governor and discussed the point at issue at length. Hon’ble Chief Minister also gave a folder containing all the relevant details pertaining to the issue and requested to resolve the issue at the earliest.
    26. 18.3.2010 With a view to ensuring that the consultation process with the Leader of Opposition in the State Assembly takes place, Hon’ble Chief Minister sent one more letter to the Leader of Opposition intimating him that he (Hon’ble CM) proposed to hold meeting for consultation process at 11 am on 22.3.2010 (Monday). He also inter alia made it clear that it was for the last time that he was making a request to attend the meeting for consultation process in the matter. Hon’ble Chief Minister had also quoted all the relevant judgments of High Courts/ Supreme Court including the relevant and operative portion to emphasize the factual, legal and constitutional position obtaining in the matter.
    27. 22.3.2010 A letter dated 22.3.2010 received from the Leader of Opposition wherein, he inter aliamentioned that he had already been called for the consultation process by H.E. the Governor on 4.3.2010; the said process was already over; there can never be consultation twice: once by Her Excellency the Governor and second by the Chief Minister and/ or the Council of Ministers.
    At the end of the letter, the Leader of Opposition mentioned that Hon’ble Chief Minister should not persist in undertaking an exercise of consultation by him which lacks legal, moral and constitutional authority.
    28. 22.3.2010 Hon’ble Chief Minister held the meeting as per the schedule at 11 am on 22.3.2010 in his office in Vidhan Sabha Complex. However, the Leader of Opposition did not remain present.
    29. 31.3.2010 The name which was decided by the Hon’ble Chief Minister was placed before the Council of Ministers in the meeting of 31.3.2010. The Council of Ministers gave approval to the name.
    30. 1.4.2010 The name which was approved by the Hon’ble Chief Minister and the Council of Ministers was sent to H.E. the Governor for obtaining approval.
    31. 5.5.2010 The file was returned by H.E. the Governor with the observation that in terms of the recent judgment of the Apex court, the Chief Justice of the High Court is not required to send a panel of the names but he has to send only one name. Accordingly, H.E. the Governor has referred the whole matter back to the Chief Justice, Gujarat High Court requesting him to re-examine the matter once again.
    32. 31.12.2010 The Chief Justice of the Gujarat High Court sent the fresh proposal to the State Government recommending only one name for appointment as Lokayukta, Gujarat State.
    33. 21.2.2011 The Hon’ble Chief Minister sent a letter to the Chief Justice of the Gujarat high Court explaining as to how the process of appointment of Lokayukta could be expedited by appointing the person whose name was recommended earlier by the Government to H.E. the Governor instead of considering a new name.
    34. 22.3.2011 The Chief Justice of the Gujarat High Court sent a letter to Hon’ble Chief Minister saying that he would again request the Government to consider the name recommended by him vide his letter dated 31.12.2010.
    35. 1.5.2011 The person whose name was recommended by the Chief Justice of the Gujarat High Court vide his letter dated 31.12.2010 sent a Fax Message to H.E. the Governor requesting her to recall his nomination.
    36. 4.5.2011 Hon’ble Chief Minister sent a letter to the Chief Justice of the Gujarat High Court requesting him to recommend the name of the person in whose case the whole process of consideration had been gone through by the State Government for appointment as Lokayukta, Gujarat State. The matter is pending with the Chief Justice of the Gujarat High Court.
    37. 7.6.2011 The Chief Justice, Gujarat High Court recommended another name.
    38. 16.6.2011 Hon’ble Chief Minister wrote to the Chief Justice, Gujarat High Court quoting detailed reasons as to why the name recommended by the CJ was not acceptable.
    39. 2.8.2011 Chief Justice, Gujarat High Court has sent a letter which was received by the State Government and the State Government, in turn, has addressed a letter dated 18.8.2011 to the Chief Justice reiterating its earlier stand and this letter is still under consideration of the Chief Justice.
    40. 25.8.2011 Despite the aforesaid developments, to the utter shock and surprise of the State Government, the H.E. the Governor issued the warrant dated 25.8.2011 appointing Justice (Retd.) Mr. R. A. Mehta as Lokayukta, Gujarat State, the copy of which has been received along with a letter dated 25.8.2011 addressed to the Principal Secretary to the Hon’ble Chief Minister on 26.8.2011

    politicians are fearing that if strong lokpal is implemented they will be in jail.

    In gujarat, state government recruit youths with a fix pay of 5 years & contractual job for 11 months. salary is very low for these job. when a NGO file PLI against the policy of state government, the state government says that they don’t have enough fund/money for full salary given to youth of gujarat and it will burden for state treasury while in other side, state government announce crores and crores of ruppees packages for different automobiles companies.

    CRORES RUPPEES OF PACKAGES FOR BIG AUTOMOBILE COMPANIES ARE NOT BURDEN FOR STATE TREASURY AND SALARY IS A BURDEN FOR STATE GOVERNMENT ?????????????????????????????????????????????????????????????????

    The reply to Parliament by Kejariwal about ‘breach of privilege notice’ is intelligent and legally tenable. But “India Against Corruption” should immediately start developing elaborate and institutionalized first, second third, forth, fifth, sixth and seventh line of leadership at national, state, sambhag, district, tehsil / taluka / metros, nagar / panchayat samities, gram / ward level respectively. Because Parliament / government may forcibly remove Kejariwal, Prashant Bhushan and Kiran Bedi by putting them in jail by taking excuse of these ‘Parliament privilege proceedings’ or otherwise on some other count. Hence in such eventuality another Anna agitation [which is bound to take place in next month due to ‘committee recommendation’ / Bill in Parliament and which is bound to dissatisfy Anna, Anna team and people of India] will suffer immensely if these leadership at said seven levels are not available throughout the country to take this resumed agitation to its logical and desired end (till desired Jan Lokpal Bill is passed by Parliament).

    Former Justice BJ Sethna, who had resigned from high court following false allegations against him few years ago, has not only questioned the process leading to the controversial appointment but also hinted that Mehta is not as much a man of ‘integrity’ as he is touted to be by the State Congress leaders.
    Sethna on Saturday said under provisions of the Gujarat Lokayukta Act, it is the State Government which has to begin the process of naming the incumbent for the post.
    Addressing a seminar on judicial accountability organized by the Gujarat chapter of the Indian Association of Lawyers (IAL), Sethna agreed that the Governor should appoint the Lokayukta in consultation with the Chief Justice and the Leader of Opposition but said the process of recommendation of the names must begin from the Council of Ministers led by the Chief Minister.
    Sethna questioned why the Opposition and the Chief Justice should insist only on one name and ignore other names short listed by the Council of Ministers.
    The Chief Minister had sent a list of four names for consideration to the Chief Justice, said Sethna and asked why only one name was recommended to the Governor for appointment as the Lokayukta. “And why should the Opposition leader too insist on only one name?” asked Sethna.
    He hinted that the Opposition is insisting on Mehta’s name because of his old Congress connections.
    Sethna said Mehta, before being elevated as a judge in 1983, was a junior to veteran lawyer KK Vekhariya who is now the chief of the Congress legal cell in Gujarat.
    Revealing the ‘other side’of the Lokayukta designate, Justice Sethna questioned Mehta’s moral authority to hold the position merely because anti-corruption crusader Anna Hazare had stayed with him during his visit here in May this year, a point projected by the state Congress as one of his ‘qualification’ for the high post.
    Drawing parallel from Ramayana, Sethna said Mehta had done to his lawyer friend what Ravana had done to Ram. Mehta had an extra-marital affair for years with the wife of his lawyer friend and the duo finally got married only few years back, according to Sethna.
    “How can a person of such ‘moral attitude’ be appointed to a high post like Lokayukta. He may not be corrupt for money, but what about moral behaviour?” asked Sethna.
    There is something fishy about naming Justice Mehta for the post, he said and asked why only his name was recommended while there as many as 40 retired honourable High Court judges are available in Gujarat.
    Sethna said that the Congress had rejected the name of former Justice KR Vyas as the Lokayukta between 2006 and 2009, but the same person was chosen as the Lokayukta in neighbouring Maharashtra.
    “How can the retired judge unfit to be Lokayukta in Gujarat be fit enough for the same post in Congress-NCP ruled Maharashtra?” asked Sethna hinting that political mud slinging is dividing the legal fraternity.
    He also pointed out that the Congress has found fault with the appointment of retired Supreme Court Justice MB Shah too to look into the 17 charges against the Gujarat Government under Chief Minister Narendra Modi. “The Congress leaders have forgotten that Justice Shah has an impeccable track record and has been chosen by the Supreme Court for the panel to track black money”, Justice Sethna said adding that it was wrong to call him a ‘puppet’of the Gujarat Government.
    Recounting the hue and cry over his judgement upholding the acquittal of the 21 accused in the infamous Best Bakery case of Vadodara, Sethna said he was finally proved correct when the prime witness turned hostile and went back on her words several times.
    All of Gujarat’s judiciary was criticised, he lamented and said that finally all realised that Zahira cannot be relied upon as witness and she was punished. Sethna said the judiciary reserves its ruling on many vital matters for long but speedily entertains any NGO filing petitions against Gujarat.

    Following is the state information department release on facts related to the entire Lokayukta controversy in the state. While it is fact that Gujarat had no Lokayukta for last 7.5 years, the details given below throw light on who was responsible for that – then Governor and the leader of opposition can not escape from being responsible for the delay.
    Unconstitutional appointment of Lokayukta in Gujarat
    Chronology of dates and events

    7.8.2006 Hon’ble Chief Minister held a meeting with the Leader of Opposition in the Gujarat Legislative Assembly, to consult him on the subject of appointment of a suitable person as Lokayukta, Gujarat State.
    Hon’ble Chief Minister had suggested the name of Justice (Retired) Shri Kshitij R. Vyas and the Leader of Opposition suggested some other names. At the end of discussions, Hon’ble Chief Minister asked whether the Leader of Opposition had any specific objection against the name suggested by him. The Leader of Opposition specifically mentioned that he had no objection to the name suggested by the Hon’ble Chief Minister but he wanted that the names suggested by him should also be taken into consideration.
    7.8.2006 A letter was sent to Chief Justice of the Gujarat High Court as a part of consultation process to know his views on the name suggested by the Hon’ble Chief Minister for appointment as Lokayukta, Gujarat State.
    8.8.2006 Chief Justice, Gujarat High Court conveyed his consent to the name suggested by the Hon’ble Chief Minister for appointment as Lokayukta, Gujarat State.
    10.8.2006 The file was sent to H.E. the Governor for appointment of Justice (Retired) Shri Kshitij R. Vyas as Lokayukta, Gujarat State.
    25.8.2006 H.E. the Governor desired that a copy of the minutes/ record of proceedings of the meeting held with the Leader of Opposition by the Hon’ble Chief Minister on 7.8.2006 may be furnished.
    13.9.2006 A letter was received from the Raj Bhavan wherein, it was mentioned that H.E. the Governor desired to know the procedure adopted to fulfill the requirement of consultation with the Leader of Opposition and Hon’ble Chief Justice, etc. in the different States like Maharashtra, West Bengal, Kerala, Madhya Pradesh, Uttar Pradesh, Orissa and Tamil Nadu.
    27.2.2007 The information as called for by H.E. the Governor vide his letter dated 13.9.2006 was sent. Such information was to be obtained from different States and hence it took some time in gathering the information.
    6.2.2009 H.E. the Governor returned the file with some observations.
    2.7.2009 The file was resubmitted to H.E. the Governor explaining as to how the provisions of section 24(3) of the Protection of Human Rights Act, 1993 do not come in the way of appointment of the person suggested by the Government for appointment as Lokayukta, Gujarat State.
    10. 10.9.2009 H.E. the Governor returned the file with the following observation:
    “In view of sub-section (3) of section 6 of the Protection of Human Rights Act, 1993, since the person recommended by the Government has held the office of the Chairman of the Human Rights Commission of Maharashtra, the Government’s proposal for his appointment as Lokayukta, Gujarat State cannot be agreed to.”
    11. 10.9.2009 The then H.E. the Governor sent a letter to Hon’ble Chief Minister mentioning that it was not possible to appoint Shri Kshitij R. Vyas as Lokayukta, Gujarat State in view of the clear provisions of the Protection of Human Rights Act, 1993.
    He also requested the Chief Minister to send a fresh proposal for appointment of Lokayukta after due consultation with the Chief Justice of the Gujarat high Court and the Leader of Opposition in the State Assembly as per the provisions of section 3(1) of the Gujarat Lokayukta Act, 1986.
    12. 8.2.2010 A confidential letter was sent by Hon’ble Chief Minister to the Chief Justice of the Gujarat High Court requesting him to suggest a panel of three Retired Judges of the High Court of Gujarat as Lokayukta, Gujarat State.
    13. 24.2.2010 Chief Justice of the Gujarat High Court sent the panel of four Retired Judges of High Court of Gujarat for consideration for appointment of Lokayukta, Gujarat State.
    14. 2.3.2010 A letter was sent by Hon’ble Chief Minister to the Leader of Opposition in the State Assembly to participate in the meeting at 11 am on 4.3.2010 as a part of consultation process for appointment of Lokayukta, Gujarat State.
    15. 3.3.2010 The Leader of Opposition objected to such process of consultation being initiated by the Hon’ble Chief Minister. He also refused to join the consultation process with Hon’ble Chief Minister.
    16. 3.3.2010 Hon’ble Chief Minister sent a letter to the Leader of Opposition explaining the legal and Constitutional position obtaining in the matter and once again requested to remain present in the meeting of 4.3.2010.
    17. 3.3.2010 A confidential letter dated 3.3.2010 was received from H.E. the Governor, wherein she inter alia mentioned that she had deemed it appropriate to initiate the matter of appointment of Lokayukta and had decided to hold consultation with the Leader of Opposition on 4.3.2010 at 10.30 a.m. in her office in Raj Bhavan, Gandhinagar.
    18. 4.3.2010 The Leader of Opposition sent a letter saying that in the matter of appointment of a Lokayukta, the Chief Minister and the Council of Ministers should not have any say. He also requested the Hon’ble Chief Minister to forthwith terminate the process of consultation initiated by him in the matter.
    The Leader of Opposition also informed that H.E. the Governor had already initiated the process of consultation with the Leader of Opposition and a meeting for the purpose was to take place at 10.30 a.m. on 4.3.2010.
    19. 4.3.2010 Hon’ble Chief Minister sent a letter to the Leader of Opposition once again requesting him to participate in the consultation process and to remain present in the meeting at 1 pm on 5.3.2010.
    20. 4.3.2010 Hon’ble Chief Minister sent a letter to H.E. the Governor wherein, he mentioned that since certain legal and Constitutional issues have been raised in her letter dated 3.3.2010, he considers it necessary to have a discussion on the subject with her. Hon’ble Chief Minister sought suitable date and time for such discussion/ meeting with H.E. the Governor.
    21. 4.3.2010 Hon’ble Chief Minister held a meeting as per the schedule at 11 am on 4.3.2010 as a part of consultation process. However, the Leader of Opposition did not remain present in the meeting.
    22. 5.3.2010 A letter dated 4.3.2010 was received from the Leader of Opposition intimating that he had already participated in the consultation process at 10.30 am on 4.3.2010 with H.E. the Governor of Gujarat and in view of the consultation already held by H.E. the Governor of Gujarat, he regretted his inability and unwillingness to be present in the meeting to be held by Hon’ble Chief Minister at 1 pm on 5.3.2010.
    23. 5.3.2010 Hon’ble Chief Minister held a meeting as per the schedule at 1 pm on 5.3.2010. However, the Leader of Opposition did not remain present.
    24. 5.3.2010 A letter was received from the Principal Secretary to H.E. the Governor conveying that H.E. the Governor had given the time for the meeting with Hon’ble Chief Minister at 16.00 hrs. on 8.3.2010.
    25. 8.3.2010 Hon’ble Chief Minister along with the Hon’ble MoS (Law) called on H.E. the Governor and discussed the point at issue at length. Hon’ble Chief Minister also gave a folder containing all the relevant details pertaining to the issue and requested to resolve the issue at the earliest.
    26. 18.3.2010 With a view to ensuring that the consultation process with the Leader of Opposition in the State Assembly takes place, Hon’ble Chief Minister sent one more letter to the Leader of Opposition intimating him that he (Hon’ble CM) proposed to hold meeting for consultation process at 11 am on 22.3.2010 (Monday). He also inter alia made it clear that it was for the last time that he was making a request to attend the meeting for consultation process in the matter. Hon’ble Chief Minister had also quoted all the relevant judgments of High Courts/ Supreme Court including the relevant and operative portion to emphasize the factual, legal and constitutional position obtaining in the matter.
    27. 22.3.2010 A letter dated 22.3.2010 received from the Leader of Opposition wherein, he inter aliamentioned that he had already been called for the consultation process by H.E. the Governor on 4.3.2010; the said process was already over; there can never be consultation twice: once by Her Excellency the Governor and second by the Chief Minister and/ or the Council of Ministers.
    At the end of the letter, the Leader of Opposition mentioned that Hon’ble Chief Minister should not persist in undertaking an exercise of consultation by him which lacks legal, moral and constitutional authority.
    28. 22.3.2010 Hon’ble Chief Minister held the meeting as per the schedule at 11 am on 22.3.2010 in his office in Vidhan Sabha Complex. However, the Leader of Opposition did not remain present.
    29. 31.3.2010 The name which was decided by the Hon’ble Chief Minister was placed before the Council of Ministers in the meeting of 31.3.2010. The Council of Ministers gave approval to the name.
    30. 1.4.2010 The name which was approved by the Hon’ble Chief Minister and the Council of Ministers was sent to H.E. the Governor for obtaining approval.
    31. 5.5.2010 The file was returned by H.E. the Governor with the observation that in terms of the recent judgment of the Apex court, the Chief Justice of the High Court is not required to send a panel of the names but he has to send only one name. Accordingly, H.E. the Governor has referred the whole matter back to the Chief Justice, Gujarat High Court requesting him to re-examine the matter once again.
    32. 31.12.2010 The Chief Justice of the Gujarat High Court sent the fresh proposal to the State Government recommending only one name for appointment as Lokayukta, Gujarat State.
    33. 21.2.2011 The Hon’ble Chief Minister sent a letter to the Chief Justice of the Gujarat high Court explaining as to how the process of appointment of Lokayukta could be expedited by appointing the person whose name was recommended earlier by the Government to H.E. the Governor instead of considering a new name.
    34. 22.3.2011 The Chief Justice of the Gujarat High Court sent a letter to Hon’ble Chief Minister saying that he would again request the Government to consider the name recommended by him vide his letter dated 31.12.2010.
    35. 1.5.2011 The person whose name was recommended by the Chief Justice of the Gujarat High Court vide his letter dated 31.12.2010 sent a Fax Message to H.E. the Governor requesting her to recall his nomination.
    36. 4.5.2011 Hon’ble Chief Minister sent a letter to the Chief Justice of the Gujarat High Court requesting him to recommend the name of the person in whose case the whole process of consideration had been gone through by the State Government for appointment as Lokayukta, Gujarat State. The matter is pending with the Chief Justice of the Gujarat High Court.
    37. 7.6.2011 The Chief Justice, Gujarat High Court recommended another name.
    38. 16.6.2011 Hon’ble Chief Minister wrote to the Chief Justice, Gujarat High Court quoting detailed reasons as to why the name recommended by the CJ was not acceptable.
    39. 2.8.2011 Chief Justice, Gujarat High Court has sent a letter which was received by the State Government and the State Government, in turn, has addressed a letter dated 18.8.2011 to the Chief Justice reiterating its earlier stand and this letter is still under consideration of the Chief Justice.
    40. 25.8.2011 Despite the aforesaid developments, to the utter shock and surprise of the State Government, the H.E. the Governor issued the warrant dated 25.8.2011 appointing Justice (Retd.) Mr. R. A. Mehta as Lokayukta, Gujarat State, the copy of which has been received along with a letter dated 25.8.2011 addressed to the Principal Secretary to the Hon’ble Chief Minister on 26.8.2011.

We are becoming fathers & mothers only by self-procreation, mindlessly & blindfold(supported by some lame excuses). Simply depriving their(the children) fundamental rights of a decent, caring society, fearless & dignified living. Do not ever look for any other positive alternative behaviour(values) to perform human way of parenthood, i.e. deliberately co-parenting children those are born out of ignorance, extreme poverty. It seems that all of us are being driven only by the very animal instinct. If the Bengali people ever be able to bring that genuine freedom (from vicious cycle of ‘poverty’) in their own life/attitude, involve themselves in ‘Production of (social) Space’ (Henri Lefebvre), initiate a movement by heart, an intense attachment with the society at large is very much required – one different pathway has to create, decent & dedicated Politics will definitely come up. – Siddhartha Bandyopadhyay, 16/4, Girish Banerjee Lane, Howrah-711101.

Today Singapore has only 1% poor people & no taxes are paid by the people to the government, 92% Literacy Rate, Better Medical Facilities, Cheaper Prices, 90% Money is white & Only 1% Unemployment exists.
